ELECTION OF MAYOR

To appoint the Mayor for the Municipal Year 2019/20.

Minutes:

Nominations were sought for the position of Mayor.  It was proposed by Councillor Denlegh-Maxwell and seconded by Councillor Roberts that Councillor Ditta be nominated for the position of Mayor. Both Councillor Denlegh-Maxwell and Councillor Roberts spoke in support of the nomination.

 

The Mayor asked for further nominations.  No further nominations were proposed.

 

On being put to the vote it was agreed and

 

RESOLVED:  That Councillor Ditta be elected Mayor for the Municipal Year 2019/20.

2.

MAYOR'S CONSORT/MAYORESS AND PRESENTATION OF BADGE

The Mayor to announce his/her Consort/Mayoress and present the Consort’s/Mayoress’s Badge.

Minutes:

The Mayor informed the Council that his Mayoress would be his wife, Mrs Naseem Akhtar, and that his daughter Parveen Akhtar would assist her as Consort.  The Mayor presented Mrs Naseem Akhtar with the Mayoress’s Chain and Parveen Akhtar with the Consort’s Chain.

3.

MAYOR'S COMMUNICATIONS

To receive any communications the Mayor may wish to make.

 

The Mayor to welcome new and re-elected Councillors, and pay tribute to former Councillors.

 

The Mayor to announce the Mayor’s Chaplain, the Mayor’s Charities and dates of key Civic Events.

 

 

Minutes:

Mayor’s Chaplain

The Mayor announced that his Chaplain would be Molluna Moorthoza Kassim.

 

Mayor’s Charities

The Mayor announced that his charities would be Headway, St Richards Hospice, Worcester Wheels and Worcester Cathedral.

 

Refreshments

The Mayor invited all those present to join him for refreshments in the Mayor’s Parlour after the meeting.

4.

VOTE OF THANKS TO RETIRING MAYOR

To give thanks to the retiring Mayor.

Minutes:

Councillor Denham proposed a vote of thanks to the retiring Mayor, Councillor Riaz, and paid tribute to his work during his year in office on behalf of the Council. Councillor Bayliss seconded the proposal and also expressed his thanks.

5.

PRESENTATION OF PAST MAYOR'S BADGE

The Mayor to present the retiring Mayor with the Past Mayor’s Badge.

The Mayor presented Councillor Riaz with the Past Mayor’s badge.

6.

RESPONSE FROM RETIRING MAYOR

The retiring Mayor to respond.

Minutes:

Councillor Riaz thanked the Council and summarised his year in office. 

 

Councillor Riaz gave thanks to Councillors and Officers who had supported him throughout his year, including Gill Preece, Claire Chaplin and Margaret Johnson from Democratic and Civic Services, and Sword Bearer Frank Southam.

 

Councillor Riaz also thanked his joint Chaplains, Imam Syed Al Shareef Al-Hussain and the Reverend Canon John Everest, as well as his two community representatives, Malik Fayyaaz and Tom Pitrowski, for their support.

7.

PRESENTATION OF PAST MAYORESS'S BADGE

The Mayor to present the retiring Mayoress with the Past Mayoress’s Badge.

Minutes:

Councillor Riaz thanked the Past Mayoress, Mrs Sajeeda Begum, and her Consort, Miss Romana Ali. The Mayor presented the Past Mayoress’s Badge to Councillor Riaz.

 

 

8.

ELECTION OF DEPUTY MAYOR

To appoint the Deputy Mayor for the Municipal Year 2019/20.

Minutes:

Nominations were sought for the position of Deputy Mayor.  It was proposed by Councillor Stalker and seconded by Councillor Berry that Councillor Hodges be nominated for the position of Deputy Mayor. Both Councillor Stalker and Councillor Berry spoke in support of the nomination.

 

There were no further nominations.  On being put to the vote it was agreed and

 

RESOLVED:  That Councillor Hodges be elected as Deputy Mayor for the Municipal Year 2019/20.

For Council to note the results of the Election held on Thursday, 2nd May 2019 of City Councillors for Wards of Worcester City Council.

Minutes:

The Council received the report of the Returning Officer that summarised the result of the City Council Elections held on 2nd May 2019.

 

RESOLVED: That the Council agree to note the results of the Election held on Thursday 2nd May 2019 of City Councillors for Wards of Worcester City Council.

12.

APPOINTMENT OF LEADER OF THE COUNCIL

To appoint the Leader of the Council for 2019/20.

Minutes:

Nominations were sought for the position of Leader of the Council.  It was proposed by Councillor Stephen and seconded by Councillor Laurenson that the Council appoint Co-Leaders and that Councillor Bayliss and Councillor Gregson be nominated for the position.

 

The Monitoring Officer advised that the Council should only proceed to vote if the proposal was supported by all the Group Leaders.

 

Councillor Bayliss stated that he was in support of the proposal. Councillor Gregson stated he would welcome consideration of the proposal at a future meeting.

 

In the absence of the support of all the Group Leaders, it was proposed by Councillor Mitchell and seconded by Councillor Mrs L. Hodgson that Councillor Bayliss be nominated for the position of Leader of the Council. Both Councillor Mitchell and Councillor Mrs L. Hodgson spoke in support of the nomination.

 

There were no further nominations.  Upon being put to the vote it was agreed and  

 

RESOLVED: That Councillor Bayliss be elected as Leader of the Council for the Municipal Year 2019/20.

13.

APPOINTMENT OF DEPUTY LEADER

To appoint the Deputy Leader of the Council for 2019/20.

Minutes:

Nominations were sought for the position of Deputy Leader.  It was proposed by Councillor Bayliss and seconded by Councillor Squires that Councillor Gregson be nominated for the position of Deputy Leader. Councillor Squires spoke in support of the proposal.

 

There were no further nominations. On being out to the vote it was unanimously agreed and

 

RESOLVED: That Councillor Gregson be elected as Deputy Leader for the Municipal Year 2019/20.

14.

To note the distribution of seats between the political groups that should be applied for 2019/20. (Report to follow).

Minutes:

The Council received the report of the Monitoring Officer seeking Council’s approval of the allocation of seats between the political groups for the Municipal Year 2019/20.

 

RESOLVED: That the Council agree the allocation of seats between political groups for the Municipal Year 2019/20 as set out in Appendix 1 of the minutes.

15.

APPOINTMENT OF MEMBERS TO COMMITTEES AND SUB-COMMITTEES AND APPOINTMENT OF CHAIRS AND VICE-CHAIRS ETC.

To consider the recommendations of the Leaders of the Political Groups in respect of:

 

·           Policy Committees

·           Regulatory Committees

·           Joint Committees

·           Lead Member for Health and Safety

Minutes:

The Council received details of nominations from Group Leaders for the appointment of Members to Policy Committees, Regulatory Committees, Joint Committees and Other Bodies.  The Council considered the appointment of Chairmen and Vice-Chairmen to those Committees.

 

The Council also considered the appointment of a Lead Member for Health and Safety.

 

RESOLVED: That the Council approve:

 

1.    the appointment of Members to Policy Committees, Regulatory Committees, Joint Committees and Other Bodies and the appointment of Chairmen and Vice-Chairmen as set out in Appendix 2 of the minutes; and

 

2.    the appointment of Councillor Stephen as Lead Member for Health and Safety.

To receive a report on the allowances paid to Councillors in the financial year 2018/19 as required under the Local Authorities (Members’ Allowances) Regulations 2003.

Minutes:

In accordance with the Local Authority (Members’ Allowances) Regulations, the Council received a report on allowances paid to Members in the financial year 2018/19. 

 

RESOLVED: That the Council note the allowances paid to Members in the financial year 2018/19.
