RESOLVED: That the minutes of the meeting held on 14th September 2020 be approved as a correct record and signed remotely by the Chair.

 

In reference to minute no.16, Councillor Cronin requested a regular update from Officers on Air Quality. The Chair agreed for Air Quality to be added to the Licensing and Environmental Health Committee agenda as a standing item.

1.    Note the contents of this report and in particular, the draft Licensing & Environmental Health fees and charges for 2021/22 at Appendix 1, and;

 

2.   Resolve to recommend the draft Licensing & Environmental Health fees and charges for 2021/2022 to Council for their approval.

The Committee considered the draft licensing fees and charges for the financial year 2021/22. The Senior Practitioner – Licensing presented the report.

 

The Senior Practitioner – Licensing advised that a review of all licensing fees and charges had taken place by the Licensing Manager, the Corporate Director (Homes & Communities) and the Council’s Finance Department.  A copy of the proposed Licensing & Environmental Health fees and charges for 2021/22 is attached at “Appendix 1”.

 

In summary, the review resulted in the proposal not to increase the Council’s licensing, Food, Health, Safety and Pollution Control functions fees and charges for the next financial year 2021/22. The only proposed change is to increase the Stray Dogs – repeat offender penalty.

 

RESOLVED: That Committee: -

 

1.   Note the contents of this report and in particular, the draft Licensing & Environmental Health fees and charges for 2021/22 at Appendix 1, and;

 

2.   Resolves to recommend the draft Licensing & Environmental Health fees and charges for 2021/2022 to Council for their approval.

Department for Transport Statutory Taxi & Private Hire Standards pdf icon PDF 219 KB

1.           Note the contents of this report, and in particular the publication of the DfT Statutory Taxi and Private Hire Standards, included at Appendix 1, and;

2.           Note that officers having regard to the new set of standards, will now commence a review of all relevant hackney carriage and private hire licensing policies and bring a further report to this Committee for update and decision.

The Committee considered a report on the Department for Transport Statutory Taxi & Private Hire Standards. The Senior Practitioner – Licensing presented the report.

 

The Senior Practitioner – Licensing summarised the report and contents of the Department for Transport published standards guidance at “Appendix 1”. The Standards contain a number of recommendations regarding matters connected to taxi and private hire licensing functions including:

 

        Criminality checks for licence holders

        Working with the Police

        Sharing information with other licensing authorities

        Dealing with complaints about drivers and operators

        Training for Members

        Criminal convictions and rehabilitation of offenders

        Safeguarding awareness advice, guidance and training for drivers

        Language proficiency

        CCTV in licensed vehicles

        Regulation of booking and dispatch staff

        Record keeping

 

The Senior Practitioner – Licensing advised that it is the intention of Officers to review the Council’s licensing policy and procedures in line with the new standards. It is proposed that findings of the review and proposals will be brought to the Committee’s next meeting in March 2021.

 

Officers responded to questions from Members relating to: training for Councillors and drivers; information sharing between local authorities; the cost of increased criminality checks for drivers; record keeping and the Council’s convictions policy.

 

RESOLVED: That Committee: -
