The Sub-Committee considered an application for variation to a Premises Licence in respect of TwentyTwo, 15 New Street, Worcester, WR1 2DP.

 

At the start of the meeting, the Chair made the following statement: “Presentations to the Sub-Committee are not given under oath. However, I would like to remind all parties that the highest standards are expected and any deviation from these high standards could possibly influence any decision of the Sub-Committee.”

 

All parties at the hearing were introduced. The Applicant was represented by Adam Broadhurst who confirmed he was satisfied with the proposed procedure on the Applicant’s behalf. Also in attendance for the Applicant was Anna Mariszewski.

 

The Licensing Officer presented the report on behalf of Worcestershire Regulatory Services. she explained that the application was for the following variations to the existing licence:

 

     To include the playing of recorded music every day from 07:00 until 03:00.

·        Change of sale of alcohol times to everyday from 07:00 until 03:00.

·        Change of sale of alcohol from on the premises to on and off the premises.

·        Change of opening hours to everyday from 07:00 until 03:00.

 

All the Responsible Authorities have been consulted on the application and no representations have been received. However, a representation had been received from Councillor Denham, Cathedral Ward, objecting to the variation of the application on the grounds of the prevention of crime and disorder, public safety, public nuisance and protection of children from harm.

 

During the consultation period, the Police had requested for conditions to be added to the licence. These had been agreed by the applicant.

 

In response to the public notice, 2 representations had been received from the public. In response to the representations, the applicant submitted a statement of which was provided to the representees. 

 

The Applicant’s representatives were invited to present the application and, in summary, stated that the purpose of the application was to retain existing clientele past the current opening hours, rather than sending them to other premises in the area, and therefore the proposal would not add to the cumulative impact. The premises was widening its offering including offering breakfasts and takeaway locally brewed beers. The premises would not be setting up as a nightclub but rather a bar and eatery.

 

The premises had received no noise complaints from residents to date. The premises had well trained staff and appropriate procedures including not serving intoxicated individuals, ensuring customer safety. They were already promoting the licensing objectives. The premises extended opening times would not add to the cumulative impact, particularly as they were further away from the other premises with late opening hours.

 

Councillor Denham was given the opportunity to speak and, in summary, explained that the objectors were concerned primarily about noise nuisance and crime and disorder (amongst other licensing objectives) associated with extended alcohol serving hours. This was particularly in light of vulnerable residents nearby.
