With reference to minute 24 (Reporting Back on Outside Bodies), Officers advised that representatives would be sent a reminder about the reporting back process towards the end of the Municipal Year.

 

With reference to minute 25 (Complaints Made Under the Code of Conduct), the recommendation to amend the Code had been agreed by Council at its meeting on 26th March 2019.

 

RESOLVED: That the minutes of the meeting held on 13th March 2019 be approved as a correct record and signed by the Chairman.

That the Committee consider the draft Annual Report of the Standards Committee for the Municipal Year 2018/19.

The Committee considered the draft Annual Report of the Standards Committee for the Municipal Year 2018/19. The Monitoring Officer highlighted some of the main points and the Chairman also commented.

 

The Committee were advised that County Monitoring Officers will shortly begin work to address the best practice recommendations from the Review published by the Committee on Standards in Public Life, with a view to bringing a revised common county-wide Code of Conduct for councils to consider adopting later this year. There will be training for all Members on the Code when this has been done.

 

The Monitoring Officer was planning a piece of work over the next twelve months with a view to establishing tools and advice to support representatives on outside bodies.

 

The Chairman expressed thanks to his predecessor, Councillor Hodges, for her work over the last two years and also to former Councillor Gareth Jones for his support as Vice-Chairman.

 

The Report will be referred to the full Council for information.

 

RESOLVED: That the Committee approve the draft Annual Report for the Municipal Year 2018/19.

 

 

15.

Complaints Made Under the Code of Conduct pdf icon PDF 79 KB

To advise the Committee of any complaints made under the Members’ Code of Conduct.

Minutes:

The Committee were advised by the Monitoring Officer that, since the last meeting, five complaints have been received. Before making a decision in relation to each complaint, the Monitoring Officer consulted with one of the Independent Persons from the pool appointed to consider complaints. A summary of the outcomes is as follows:

 

Complaint 1: informal resolution

Complaint 2: informal resolution

Complaints 3-5: no action – complaints did not fall within jurisdiction of the Code.

 

RESOLVED: That the Committee note the report.

16.

Registers of Members' and Officers' Gifts and Hospitality and Register of Interests

To review the registers of Members’ and Officers’ gifts and hospitality and register of interests. The registers will be available for inspection from 6.30p.m. onwards, so that Members can have the opportunity to review them either before or at the meeting.

The Committee is invited to pass the following resolution:-

 

That under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of information as defined in Schedule 12A of the said Act.
