Mayor’s Charity Banquet

The date for this year’s Banquet has been set for Friday 1st May. Invitations for Civic guests will be sent out shortly.  The evening will consist of a 3 course table buffet style meal of various Asian dishes, live entertainment and a high quality raffle and auction to raise money for the Mayor’s charities.

 

Best of Worcester Awards

The Mayor’s Best of Worcester Awards will take place at the Guildhall on Thursday, 6th April at 6.30p.m. The awards recognise individuals or groups who work on a voluntary basis to support an individual or the community. Anyone who lives or works in Worcester can be nominated. Nominations close on Monday 24th February and nomination forms can be obtained from the Civic Office.

 

Worcester Concert Brass Charity Spring Concert

Tickets for the event at the Guildhall on Friday 3rd April are on sale from the Worcester Tourist Information Centre, Civic Office and from Worcester Concert Brass.

 

Annual Medical Lecture 

This year’s lecture, to be held on Tuesday 14th April, will be presented by Dr Sarah Deacon and the topic will be based on the history of Tuberculosis. Tickets will be on sale shortly.

 

Civic Society Lecture

This year’s Civic Society Lecture will be held on Wednesday 29th April.

 

Holocaust Memorial Day event held at Guildhall     

The Mayor commented on this year’s annual Holocaust Memorial Day commemoration, which was held in the Guildhall in January.  The event was organised in conjunction with the Worcestershire Interfaith Forum and was a huge success, attracting approximately 180 guests, and featured students from local secondary schools and a very moving talk by Mindu Hornick MBE.

 

Refreshments

As usual the Mayor invited all present tonight to join him for refreshments in the Mayor’s Parlour after the meeting.

The Deputy Director – Governance explained that, due to the severe weather conditions, it had been agreed by the Mayor, the Leader of the Council and the Deputy Leader that only items 9c (Proposed Budget 2020/21 and Medium Term Financial Plan 2020 – 2025) and 13 (Fees and Charges 2020/21 Exempt) - would be considered at this meeting. All other items of business will be deferred to the 24th March 2020 Council meeting.

Adoption of the International Holocaust Remembrance Alliance (IHRA) Working Definition of Anti-Semitism

 

Anti-Semitism is a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of anti-Semitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities.

 

Worcester City Council will not tolerate anti-Semitic behaviour and therefore adopts the International Holocaust Remembrance Alliance’s definition of anti-Semitism, including all its examples, and include its application in the Members’ Code of Conduct and in any governance relating to Council staff and officers.

1.   That Council approves the proposed Budget and Council Tax for 2020/21 as set out in this report.  In particular:

 

a.   The Budget Requirement for Worcester City Council (excluding Parish Precepts) 2020/21 at £10,746,372;

 

b.   The Council Tax Requirement for Worcester City Council (excluding Parish Precepts) 2020/21 at ££6,154,506; and

 

c.   The Band D Council Tax for Worcester City Council (excluding Parish Precepts) at £190.88;

 

2.   That Council approves the Council Tax Resolution 2020/21 set out at Appendix 8 (to follow - final figures will be confirmed in advance of the Council meeting once all the precept information has been confirmed);

 

3.   That Council approves the proposed Budget for 2020/21 as detailed in the following appendices:

 

i.    the summary budget 2020/21 as set out at Appendix 1;

 

ii.   the detailed Budget 2020/21 as set out in the Budget Book at Appendix 2;

 

iv.  the Treasury Management Strategy Statement 2020/21 as set out in Appendix 3;

 

v.   the Pay Policy Statement 2020/21 as set out in Appendix 4;

 

vi.  the detailed Fees and Charges 2020/21 as set out in Appendix 5 and in Appendix 5a (exempt item);

The Council considered a referral report from the Chairman of the Policy and Resources Committee.

 

The Council were recommended to approve the proposed the Budget and Council Tax 2020/21 and Medium Term Financial Plan 2020/21 – 2024/25. The Council were asked to approve the Budget and Council Tax, including the Treasury Management Strategy Statement 2020/21, Pay Policy Statement 2020/21 and Fees and Charges 2020/21.

 

The proposed Medium Term Financial Plan included the Capital Programme and Capital Financing and the Earmarked Reserves Balance.

 

The report also set out proposals to be funded from the City Plan Fund. The amounts were allocations only and would require a further report to the relevant committee before any expenditure is incurred.

 

Members spoke in support of the proposals.

 

It was proposed by Councillor Stephen and seconded by Councillor Bayliss and on being put to the vote it was agreed and

 

RESOLVED: That the Council:

 

1.    approve the proposed Budget and Council Tax for 2020/21 as set out in this report, in particular:

a.  the Budget Requirement for Worcester City Council (excluding Parish Precepts) 2020/21 at £10,746,372;
