Update - Draft Budget & Council Tax 2016/17 and the Medium Term Financial Plan 2016-2021 pdf icon PDF 96 KB

THE CABINET MEMBER FOR RESOURCES, COUNCILLOR CHRIS MITCHELL, RECOMMENDS:

 

That Cabinet note this update report on the Draft Budget and Council Tax 2016/17 and the Medium Term Financial Plan (MTFP), the details of which are available for consultation and as part of this will be passed to Performance Management and Budget Scrutiny Committee for consideration.

The Cabinet considered an update on the Draft Budget & Council Tax 2016/17 and the Medium Term Financial Plan 2016-2021 including:

 

    The Local Government Finance Settlement 2016/17 and its impact on the draft budget;

    The Local Government Finance Settlement four year offer and its impact on the Medium Term Financial Plan (MTFP);

    The proposed Pay Policy Statement 2016/17; and

    The proposed detailed Fees & Charges 2016/17.

 

The Portfolio Holder for Resources presented the report and highlighted the main points.  In summary, the proposals would deliver a balanced budget for the next three years with no new spending cuts proposed.  This would allow time for consideration to be given to expenditure savings, income generation or service changes to help balance the budget from 2017/18 onwards.

 

Other Cabinet Members also commented and expressed support for the budget proposals. The Leader explained that the updated details had been provided to the Performance Management and Budget Scrutiny Committee and there would be an opportunity to consider any feedback at the next Cabinet meeting.

Nature and Extent of Employment in Worcester City - Final Report pdf icon PDF 48 KB

THE CHAIR OF SCRUTINY COMMITTEE RECOMMENDS:

 

That Cabinet consider the following recommendations:

 

i.             Employment Conference – The City Council should host an Employment Conference to enable key stakeholders to discuss issues raised in this report, suggest solutions and plan for implementation.

 

ii.            Employment Forum – To ensure that the approach of finding joint solutions becomes sustainable, the City Council should establish an Employment Forum that will meet at intervals to be agreed.  The design and shaping of this will be an output from the Employment Conference.

 

iii.          Networking Programme for Start-Ups and Businesses with Growth Potential – Key stakeholders will be asked to design and shape what this looks like at the Employment Conference. 

 

iv.          Hub/incubator space and managed workspace– The City Council should work with partners to identify ways to develop hub, incubator and managed workspace in the city.

 

v.           Commercial property options – The City Council should work with partners to investigate options available for new commercial premises within the City.

vi.          Business rates changes – The City Council should look into the impact and opportunities surrounding changes in Business Rates and should engage stakeholders and businesses themselves in their consideration of any proposed changes.

The Cabinet considered the Nature and Extent of Employment in Worcester City Scrutiny Review final report. The Chairman of Scrutiny Committee had given her apologies for the meeting and Councillors Cawthorne and Stafford were in attendance to speak on behalf of the Review Group. The Leader invited them to comment and they summarised the recommendations set out in the report.

 

Cabinet Members commented on the findings.  The Leader thanked the Review Group for their work and explained that he wished to give detailed consideration to all the recommendations and then provide a formal response.  Other Cabinet Members expressed support for this proposed way forward.

 

RESOLVED: That the Cabinet agreed to consider the recommendations and provide a formal response.
